City Limits: Henrico Escapes Richmond's Attempts to Merge and Annex (2009)

When Henrico County’s population began to explode in the late 1950s and early 1960s, the City of Richmond attempted to acquire the county through a merger or “consolidation.” Henrico’s citizens flatly voted against the takeover attempt.
