A The USA Telecommunications Act would create funding through the Department of Commerce for research and development of interoperable 5G hardware and software to promote compeition in the 5G marketplace. The Biden administration and Senators Marco Rubio (R-Florida) and Mark Warner (D-Virginia), among others, have been supporters of the bill because it would help western companies’ competete against Chinese telecom giant Huawei. The problem, according to our guest Christopher Balding, is that one of the organizations, the O-Ran Alliance, that might be tasked with setting 5G software standards under this bill includes Chinese companies. Balding is a fellow at the Henry Jackson Society and an associate professor at the Fulbright University Vietnam. Before that, he was an associate professor at Peking University HSBC School of Business in Shenzhen, China.
